Mandate
The Task Force is mandated to advise the CBHSSJB Board on options to better adapt youth protection and youth criminal justice for Eeyou Istchee, including:
- Significant concerns regarding these matters under CBHSSJB responsibility
- Proposed guiding principles to address these concerns (“Cree Principles”)
- Best practices in Indigenous contexts – other jurisdictions and other entities
- Possible adaptions to services and practices within existing framework, with particular collaboration with Cree stakeholders for youth criminal justice
- Other options and approaches for these matters, in collaboration with other Cree entities and stakeholders (e.g. options for different frameworks for special Cree youth protection and/or youth criminal justice regimes)
- The Task Force may call on resource persons and advisors to assist it with its mandate, if the AED-Pimuhteheu deems it necessary or useful
- The AED-Pimuhteheu:
- may invite others to assist the Task Force, including other stakeholders and professionals
- ensures that there is a mechanism to consult and engage with clients and families
- coordinates with relevant persons and entities to ensure that the Task Force carries out its mandate
The Task Force’s mandate is also relevant to high-level discussions between the CBHSSJB, the Cree Nation Government and the Government of Québec on the legislative framework of the CBHSSJB.
Composition
The Task Force is made up of key CBHSSJB personnel and a CBHSSJB Board member (community rep)
Task Force is specifically called on (through the AED-Pimuhteheu) to invite representatives of relevant regional Cree entities to collaborate, including:
- Cree Nation Government: Justice and Correctional Services; Child and Family Services; EEPF; and, Social and Cultural Development
- Cree School Board
- Cree Women of Eeyou Istchee Association
- Nishiiyuu Council of Elders
- Cree Nation Youth Council
- Eeyou Eenou Police Force
